All ended well with him by the way, putting him in my game through the library imported him in his proper state (a witch that could learn things really fast). I uninstalled both LN and SN to get him human and to my big surprise that didn’t help, he still looked like a vampire (without the mark in his neck and with normal teeth by the way). When I put him in my game, he looked like a vampire (with only the option to scare people) that could conjure an apple (no other witchcraft so he was a very flawed and useless hybrid ).
He had been a born vampire, then cured and turned into a witch by a potion. I discovered this when I had an issue with a former vampire when I put him in my game through CAS. I had no packs other packs selected at the time.
More likely will a vampire appear is in a Vampire Bar which will be in lot assignment and can be chosen for a particular club that you want vampires to appear regularly. Vampire? For Base Game? Never heard of that and didn't notice them in the Base Game when I started a challenge earlier this year. In order for all Sims to get the choice to become a vampire the game creates NPCs that will either move into the town or be townies and appear occasionally. Vampires were patched in at one stage, which is why they can be in your game without LN or SN.
